Do we elect a killer-in-chief?

     "Congress alone is constitutionally invested with the power of changing our condition from peace to war," as Jefferson wrote.  Yet since Truman's Korean "police action" (1950-1953), presidents of both major parties have seized dictatorial control over Congress's power and plunged the nation into a series of wars in which millions have died.  This is absolute tyranny, what the framers of the Constitution sought to avoid.
     Clinton alone has attacked, warred on, or intervened in Iraq, Bosnia, Somalia, Haiti, Afghanistan, Sudan, Yugoslavia, Colombia, and other countries, killing thousands of children, women, and men.  Each time, he has acted without the authorization of Congress.  He has also repeatedly violated treaties banning aggressive war, the threat of war, intervention, and attacks on civilians.
     What's next?  Will the president use the nuclear bombs at his fingertips?  What can we do?  Here are a few things:

     A chief executive in the White House, yes.  A chief executioner, no.
     Stop presidential wars!
